For new ISH group member, when do the ISH group need to fill the EM in prisma?

For the new members, the ISH Group manager can start to fill the Entity Management after they get the activation link. This will happen before the membership activated since the ISH group Manager need to fill in the details of the Smallholders and the Smallholder Plot for the the disclosure and LUCA process.
